They cannot be recycled. They should not go in the recycling bin. They MUST be thrown out, as otherwise, they will just contaminate the rest of your recyclables and those of others in your area.
But apparently, people are on it! There's Parcel Health with the Phil box and the Tully Tube

And even a mainstream solution - Cabinet - that has refillable glass jars and backyard-compostable refills! These I like because they're even available at target! I'll still be avoiding them due to their DEI pullback and proximity pricing, but I'm always glad to see anything sustainable at a major retailer.
